How To Make Phone Number Mandatory for Specific Countries.

Hi there...

With all the new Brexit rules on import taxes and duties etc, I was wondering if there is any way of making the inclusion of a phone number in a customers order details mandatory for EU countries but optional for everyone else. My POD dropshipper will shortly be requiring a phone number for all EU deliveries but I don't want to make the giving of a phone number mandatory to all as I would imagine it can be quite off putting for some shoppers.

Is this possible and does anyone know how?
