Accepting credit cards, warehouses, and shipping and fulfilling orders

I like many am just struggling with the shipping part of my online shop.. so the question is, I will be shipping dog treats, most weigh 5 oz each, and I plan on shipping first class in a 6 x 6 x 4 box. The box weighs 3.4 oz so technically to stay below the 13 oz max for the first class I could only have 1 package in the box. I added a flat rate of $7.00, this was based on the furthest zone from me; obviously, I don't want to lose money but I also don't want to charge people way more for shipping than they need to. I added a "condition" on my shipping that the max weight is 13 oz, so what will happen if someone orders 2 bags of dog treats? Will it add another $7.00? Honestly, I don't even know if I am doing this right..... Thank you for your input 🙂

Hi! Yes, I will be using Pirate Ship to do all my shipping.
Okay. Since I went through your requirement, I am sure that you can achieve this with Shopify Multi Carrier Shipping Label App as well. The app allows you to set a maximum weight and add shipping zones & charge a flat rate on it (eg $7 for Alaska, weight 10 oz). Attaching one screenshot for better understanding.
