How to set up a redemption store with unique discount codes?

We have a client that wants to set up a store so that certain employees can receive a link that contains a code or discount that can be used to select an item or certain items up to a certain value.  They don't want to allow people to use other payment methods to go above the value of the code being sent.  Does anyone know of a good way to manage this?
