How to set up specific pickup locations in Shopify?

Our client wants to set up a system where the user can choose a pickup location that suits them best, and then Shopify charges them for the shipping from the warehouse to that location.

I looked into Custom Shipping Profiles, that only let me choose a zone at the State level, rather than a specific address.

Does anyone know how to accomplish this?
