Question is - WHERE and HOW to set this up? Under Discounts or where? Thank you

In Shopify's Admin, click on Discounts and then create a new discount. From there, you can create a discount based on the number of products. Change the method to automatic so it automatically applies the discount when your cart has 2 shirts. You can select the products you want to apply the discount to or the collection, set a fixed amount of discount or percentage, set a minimum quantity of items, and you are set to go.

Great, is it wise to combine both - 15$ discount code for ordering min. 2 products + discount on ordering 2 products? seems like one should be deleted? because one discount is based on discount code, while second is applied automatically for minimum purchasse of 2 products

You can have both discounts applied automatically. However, I don't know if it makes sense to have both a discount for ordering 2 products and another discount for ordering a minimum of 2 products. If I order 2 products, I would get $15 off plus another discount, which doesn't seem logical to me. I would probably increase the minimum number of products required to 3 or 4.
