Accepting credit cards, warehouses, and shipping and fulfilling orders
1. We have set up our PayPal express as one of the payment options. The paypal account we connect to our store is a business account with business name A. And the shopify store has a business name of a company B. So I am not sure whether this is the reason for this.
2. If any approved PayPal business account is okay, then how can we solve this issue? Because our store has no orders from customers yet, we are testing for the payment. We set up the regions, shipping rates and checked our paypal business account settings. We don't figure it out.
3. Also, if we do not use the paypal express and fill all the information out then the error message is "There was an issue with PayPal. Try again or use a different payment method."

you cannot have the registration of the accounts be different. in any financial situation linking accounts they must be the same. it does not seem you have linked the accounts. when you log into PayPal it might tell you the verification failed if you went through the setup process properly
But are you sure that the PayPal business account should have the same business title as the Shopify store? At the moment, the PayPal business account has a business name A while our store is set up with business name B.
along with the name on the account and the name on the bank account. all must match. no financial institution is going to transfer money back and forth between bank accounts with different names.
