Accepting credit cards, warehouses, and shipping and fulfilling orders
Right now on our site it shows shipping options and defaults to our in-store pick-up.
Is there a way to move in-store pick-up options below the shipping options?

Nick here from Shopify.
Really good question. I looked into this for you and tested it on my test store a few different times also. Currently, there is no way to edit where each option lies in the shipping settings table. The way it is built is from cheapest to highest. If for example, two shipping rates are the same such as Free for example, then it will go in alphabetical order.
This is great feedback though, so I will take it back to the team for future consideration. Can I ask why you would want the in-store pickup below the other options. If we offer feedback with a reason, it often gives the team context on why this is important for store owners.

Is there a way to create a box the title it "in store pick" only
If text ' "in store" then put in box a
If not then put in box b
The consumers re confused and are picking the instore pickup even though they want it shipped.
See the screenshot here if something like this can be done.

Thanks for replying and elaborating more on this for me. The shipping method aspect of the checkout is something which can't be edited. I did look into this for you though and think I may have a workaround. With the help of a shipping app (Better Shipping is one which springs to mind), you can adjust the settings so that only customers in a certain vicinity/area will see the In-store pickup options of the shipping method.
Another idea/ workaround could be giving the information about your shipping and trying to make it as clear as possible. The content team at Shopify wrote a great article about Shipping pages which you can see here as well as a Shipping Info app which could also be useful. I know these are not exactly what you're looking for, but due to the shipping method not being able to be edited, these are your best bets moving forward.
