Iraq Market Shipping has no Sub Zones

My client's Store has Iraq as a market, this country has no Zones and missing Province as a field in the shipping form. Is there anything solution to compensate for this? 

The client needs a drop down for the unique 18 provinces/zones, I saw some COD apps that help but they need to use the default checkout Shopify provides.
