Is is possible to add regions to Algeria so that i can make custom shipping rates?

hello

i live in algeria and there's no carrier available on shopify for this country 

but when i signed up to shopify i thought i won't have that problem 

anyway this problem coud be fixed by adding the 58 regions to the API like china or whatever 

i already have a list ready with their postal codes if there's a way to add myself or whatever
