I offer shipping for outside of Canada but I also offer Local delivery however when people checkout under delivery there is a ship Icon instead of delivery...

To provide some context, the Ship delivery method is displaying correctly, and when customers select it, they will be able to scroll down and view all applicable rates, including the local delivery option. It's important to note that the local delivery option will only appear if the address meets the conditions you have set in the local delivery settings.
If you would like, you can customize the wording on your theme to inform your customers that you offer both shipping and local delivery if applicable. To do this, go to Online Store > Select "Actions" and choose "Edit default theme content." From there, use the filter items and search for "Ship" to locate the relevant section. By editing the wording, you can ensure that your customers are aware of the available shipping and local delivery options.
