Local Delivery Not Showing Up

I have set clients up with profiles with NO shipping rates, that way items would be only available for Local Delivery and Pickup. But now I'm not seeing this option; when I do a test checkout, I do NOT see any delivery options at all! Why is this? This is happening on multiple stores. Maybe there was an update?
