Local Pick Up VS Shipping product selections

For a few months now we have been having customers that live far and need their product shipped, accidentally select Curbside Pick up for the shipping option rather than pay for shipping.  At first we thought it was a random accident, but for the last couple weeks we have had this happen quite often.  It takes time to contact the customer and ask them if they need it shipped and then charge them shipping...which messes with sales tax as well. (you cannot edit shipping on an order)  Is there a way to only allow curbside pick up for customers in select states? Anyone else having this issue?  Suggestions?
