Is it possible to use a subscription app and local pick up or is this not currently possible?

Unfortunately, this is not an option, no matter are you using Shopify or Recharge Checkout.

This is such a headache. I have the same issue. From posts more than 2 years ago, Shopify was supposed to be working on creating a fix for this, but it's still not possible. After reaching out to Shopify, there's no fix that I've found, which basically scraps my whole business model! hah

Have you found a work-around for subscriptions and local delivery?
