Local Shipping - How to Handle It - App Recommendation?

Situation

My distributor offers FedEx SameDay with a select number of products in my inventory. 

Question:

I want to be able to activate Local Delivery for addresses with specific zip codes, for particular products, and over a certain order amount. I need the ability to have a cut-off time. 

Ideas

Local delivery being activated by a particular tag on the products, example "SAMEDAY" on products eligible. 

Extra Credit

Not needed, but if calculated shipping could be included, that would be useful. I have rate up to a certain weight, then a cost per pound afterwards.
