Lock ship-to address for certain wholesale accounts?

Hello! I give a deeper discount to some of my wholesale accounts, who use my products in their BM location, instead of drop shipping. A simple way I thought of to regulate this, is to make it so that these accounts cannot change the ship-to address on check out. I searched but I can’t find a way to do this. Anyone have any ideas, or feedback, regarding a better plan to execute this process? Thank you!
