Multiple Items with Special Shipping Charge but only 1 shipping charge was applied

Both items  (surf boards) are in their appropriate shipping profile where there is an added $350 shipping charge.

But when the customer checked out with 2 surf boards, of different sizes, only 1 shipping charge was applied.

Any reason as to why this happened?
