Multiple shipping options

We are implementing shopping website for my grocery products and trying to deliver the products based on the following shipping conditions on the checkout page.

All Shipping Zone Delivery
Category: Dry , Frozen and Chilled
1-5kg = THB 199
6-10 kg = THB 250
Show COD Payment Method

Phuket & Island Delivery
Category: Chilled & Frozen
1-5kg = THB 240
6-10kg = THB 290
Hide COD Payment Method

Pattaya Delivery
For Orders from THB 1,000 and above Free Delivery (No COD)

All COD orders will charge a 3% extra in the order amount.

We are searching for a shopify app to fulfill these requirements.
Please suggest a suitable app for implementing these conditions.

You can also connect your shipping carrier to this application and get your shipping labels printed on the go. Additionally, the app also supports perishable shipping with carriers where you can specify products that require icing or dry ice for shipping.
