my problem is getting my shipping to sync with my checkout

I'm cant get a purchase to complete because I continually get an error report. "This order can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again."

The address is correct, and within the designated market.

I have the markets active

I have shipping rates allocated in said shipping zones

I have the products linked to the same profile 

yet when I try to make a purchase it will give me that error. I have lost the Easter weekend in business and nobody will help. Somebody please give me some advice?
