Non-commercial USPS pricing?

Is there a way to plug info into the Shopify system so it stops showing First class shipping as an option for items between 13 and 16 oz? We do not have a commercial USPS account, and there’s no way we will hit the number of packages per year you have to send (5,000) to meet their goal.

The majority of what we sell are 3.5 oz each, so 1-3 go first class no problem, but when someone buys 4, it still gives them the first class option.
