Oauth error missing_shopify_permission: read_marketplace_orders

Just last night, my custom fulfillment app worked fine then this morning I kept getting "Oauth error missing_shopify_permission: read_marketplace_orders" when I tried installing it on a development store. 

I have defined all the required scopes including read_marketplace_orders but the error keeps showing up. 
Any help with how i can fix this will be appreciated thanks.
