Offering shipping across the country and local delivery to customers in my selected radius.

Good evening, I was wondering if anyone was having the same issue or if they knew of a way to help! For a while, I was only offering local delivery to my selected radius, but now that I have worked out the shipping nation wide and have selected the states that I can deliver to, my customers do not have the option to select one of the two. Only shipping is available now. Perhaps I am doing something wrong!
