On a product page size 40 is in stock but it is only in stock at my Germany location but if i go in from Turkey i still can buy that product how can i separate diffirent locations to different shipping zones.
This issue could be happen due to the assign inventory location. Most case you must be using the Same inventory location for the Both markets.

In Shopify, product availability across locations isn't automatically tied to where the customer is browsing from. So even if size 40 is only available at your Germany location, it can still appear as available to a customer in Turkey unless inventory and shipping zones are configured properly.
In your case to separate locations into different shipping zones, here’s what you can do:
Create Shipping Zones for each region (e.g., one for Germany, one for Turkey) under Settings > Shipping and Delivery.
Assign fulfilment locations to each zone using Shopify’s location-based shipping setup. This ensures only the inventory from a specific location is used when a customer from that zone places an order.
