Payment account setting for private business

Hi Shopify community,

I am new to shopify and been handed over a project to build a new website for Germany to sell Contact lenses. I am trying to set up the account for payments and not successful.

The challenge I am facing is that we're based in Western Australia and some of the required fields do not make sense to why we have to provide such as Tax identification Number. Can someone explain why this is required and if possible to bypass?
