I am trying to test my store payment but I keep getting this report saying it can't be processed right now due to technical issue. Please what could be the problem? I added only paypay express for now.

Have you had any luck processing payments on your storefront since sharing your question here?
You've mentioned that you currently only have PayPal Express enabled. Do you plan on using any other payment gateways? I'm happy to share some options if you'd like to tell me where your business is located.
In regards to the error we're seeing here, I'd love to know if you're experiencing the same thing in other browsers - for example, Google Chrome, Safari, etc. Do you have the same issue when you visit your storefront on your phone?
If you're comfortable sharing your store's URL here, I can absolutely take a look to see if I can replicate the error.

Yes, I have plans of using other payment gateway and will be glad to get your advice and suggestion on this. My store is located in France.

Once I'm able to proceed to the next step of your checkout (Payment), I can confirm whether or not I'm experiencing the same technical error you've shared.
In regards to other payment gateways you might consider enabling, you're welcome to choose any one of these supported options.

What do you mean by made changes on my shipping? Do you mean changing it from the default? Because of course, I made changes from the default, but that was just yesterday and I was already experincing this issue before yesteray.
Please what would you have me do?
By the way, could this (from the snippet) be the problem? I have activated the Paypal Express and got confirmation from Paypal but really don't know why I still have this.

Great catch! Yes you will absolutely want to activate PayPal Express Checkout on your Settings > Payments page. When you select that button, you'll be prompted to log in to your PayPal business account, which is sounds like you've already set up.
In regards to my question around your shipping profiles, I only ask because currently it looks as though this product is not eligible for shipping - based on the shipping error I've shared in my screenshot, which is different than the payment error you've shared in yours. Does the product CG Timeless currently belong to a shipping profile with a shipping zone that includes France?

I understand that you must be very busy and have other issues to attend to.
The shipping pop is no longer there, but the payment challenge as reported still exist.
I already Activated Paypal Express and so do not know why the store still shows the Activate button.
Please can you try checking out again from your end?

Now that I am through to the Payment stage of your checkout, I am seeing the same error on my end.
Can you please visit Settings > Payments in your admin and let me know if your page now matches these two screenshots below?
