kindly i need to solve my problem as i linked my pay pal account with my online shop on shopify and when my customers are trying to complete their purchase it sends them a message ( this transaction cannot be completed because it violates the paypal user agreement ), kindly check the attached screenshot for the problem.

With this type of problem, reaching out to the Paypal side directly seems to be the best solution for you now.  You could refer to this link to get a Paypal support.

As @AvadaCommerce has mentioned, it is best to contact PayPal support directly regarding the error message your customers are receiving. PayPal is a third-party payment gateway that will be able to take a closer look into your account to identify any issues that may be present. You can do so by logging into your PayPal account and following the prompts to contact their support team here

 

I also suggest reading PayPal's User Agreement for additional context and to ensure you're following the user agreement.
