PayPal Express Checkout option disappears at some shipping countries

PayPal Express Checkout option disappears at some shipping countries.

When I change shipping country from Netherlands to Turkey, India, Pakistan, etc the PayPal Express Checkout option disappears (see attachment).  
I've contacted PayPal about this and they say the problem is not with them.

Anyone had this issue before?

While I wasn't able to find a guide on this from PayPal, there are some third-party guides indicating that the problem is due to country regulations. These regulations can be merchant-based (based on the merchant's location) or consumer-based (based on the customer's location).
