Paypal hold for 6+ months, stuck

Hi, I opened a new PayPal account back in February, and ever since all my incoming payments are on hold for 21 days. Best case scenario, I have to wait 7 days if I manually approve a transaction. It's been 6 months, thousands of transactions, and zero customer disputes or complaints. Paypal support is useless telling me I have to wait, or that an unusual activity in my account has prolonged the process (I run a sale with great results). We sell digital products, so there is no shipment, everything gets delivered right away.


Any ideas on how to get beyond level 1 support with Paypal on this? Howcome Shopify is not sending info about orders being fulfilled to PayPal automatically?
