To obtain your third-party permission username for adding it to your PayPal account in Shopify, you'll need to follow these steps:
Log in to your Shopify admin.
Go to the "Settings" section and select "Payment providers."
In the "Third-party providers" section, locate and select "PayPal."
Scroll down to the "Account credentials" section.
Under "Third-party permission username," you should see a field displaying your third-party permission username. This username is generated by Shopify and is unique to your account.

in Third party paiement provider, in supported payment method there is Lay-buy powered by PayPal, but nothing about account credential
or third party permission.

through lay-buy and don’t have “PayPal express checkout” ?

Sadly, PayPal do not currently support Shopify merchants based in Thailand. This is something that is out of our control here at Shopify, but I do understand this is disappointing.
