Even I activate my PayPal and shows active ate payments on shopify still is not working and shows this message;

This transaction cannot be completed because it violates the PayPal User Agreement.

please help me!

Firstly you need to confirm if the product you are selling does not violate PayPal TOS. then you deactivate PayPal and reactivate it.
