Pick-up not available when customers Check out with Paypal or Apple Pay?

I have both shipping and local pick-up set up for my store and they both work fine unless the customer checks out with Paypal or Apple pay.  If they pick one of these options, then shipping is the only option they are given.   Is there something I need to do on my end to fix this?
