Prime-esque Membership Discounts

Has anyone figured out how to offer Free Shipping for becoming a member using an annual fee structure (similar to Amazon Prime)? As a non-profit we are looking at offering free shipping to customers who make a $100 donation to the organization. I've seen some discussion on this topic from late 2018/early 2019, but the solutions all seemed to revolve around app integration. Just wondering if Shopify has developed new membership features or if anyone has found a successful workaround.
