Program with Fulfillment even when stock is Zero

I have an issue with the default fulfillment location.

Some of my products are available in multiple locations including the default location. Which is also set as the priority location. When an item is available in 2 locations, Shopify automatically selects the default location for fulfilment, the issue is when the qty available in the default location becomes Zero, shopify instead of fulfilling the order from the 2nd location which has available qty, it fulfills from the default location which has Zero qty and then the qty becomes -1!

This is very strange and creates problems for us.

I have run into this problem too. I wish Shopify would actually address this. Currently Shopify's order fulfillment is very buggy and frequently does not work as stated in their own documentation.
