I appreciate that you have included a screenshot of the messages you are seeing as that is super helpful! Looking into this, it looks like this is a standard review on the store and should be cleared up once the documents you have submitted have been reviewed. With that being said, when you have a hold on the Shopify Payments gateway this does not prevent your customers from making purchases from your online store.
