When we deactivate the Shopify store, do we get the paying monthly subscription fee refund?

@Hamzaishtiaq The error failed to pay invoice may occur due to various reasons. Ensure your debit card is enabled for online transactions, has sufficient funds, and the billing information matches. If the issue persists, contact your card issuer or Shopify support for assistance

I have a visa debit card and it has the same amount as the bill but it's error failed to pay invoice everytime I try to pay. What is the solution?
