Sales tax to be charged on items picked up locally.

In a nutshell, we are a retailer for parts in the motorsport industry. We occasionally travel to race tracks across the country where teams can purchase items from us and pick them up right there at the track. Because of this, we need to collect sales tax.

I have the items setup as two variants. V1: Standard delivery, from our warehouse, that will ship. V2: IMSA Trackside Pickup, using our address, but it is pickup only. I've tried to test this using out of state billing addresses, however it does not want to charge sales tax. The easiest way to explain it, is we need it to operate as if you walked in the door at our physical location and paid for it. 

Hopefully someone has some insight, as this is a priority for us. Thank you in advance
