Saved packages

I’ve got a question regarding the Saved packages section located in Settings —> Shipping and delivery —> Saved packages section.

The saved packages in this section is used to calculate shipping rates at checkout. Will this feature only work if I activate third-party carrier-calculated shipping? The reason why I’m asking is I was trying to learn more about shipping and delivery and tried adding a “dummy” package with the intention of removing it afterwards. Shopify won’t let me remove the saved packages because it’s the only saved package.
