Hello,
I have a development store with the client set as a staff member with all permissions granted. The client already has Stripe set up, and I'd like to use a Stripe sandbox to test their payment gateway.
Instructions for setting up a payment gateway say that the business owner should fill out that sensitive information, but the client isn't able to since the "Complete account setup" button is disabled for the client.
Is there a way to allow the client to set up their payment gateway info?

Yes, once the development store is transferred to the business owner, the 30-day free trial will begin.
Alternatively, you may consider completing all store setup and transferring it when only the payment testing or verification is pending. This way, the owner can review the payment gateway during the trial period and then proceed with a paid plan as needed.
As another option, Shopify also provides a "Bogus Gateway" for testing purposes, which allows you to simulate transactions without requiring a real payment setup like Stripe.

Only the store owner (the account that created the Shopify store, or the transferred owner) can complete sensitive setups like Stripe/Shopify Payments account setup due to legal and financial compliance reasons.
Staff accounts , even with full permissions, cannot complete Stripe or Shopify Payments setup.
If you still wants that your client needs to complete the Stripe or Shopify Payments setup:
You (as the partner) should transfer store ownership to the client. After the transfer, they will have the necessary access to complete the payment gateway setup.
