Setting Up Shipping Locations And Shipping Costs

I am having issues setting up shipping costs for certain locations. I was told to go to settings and to go to shipping and delivery which I did. But I am still having issues setting up shipping costs for certain locations. I am not sure what I am doing wrong and would need some assistance. I would really appreciate if you could help me out.
