Shipping Charges for Dropshipped Orders

I am using a third-party to drop ship orders. I included domestic shipping in my prices to offer "free shipping on US orders". For international orders, I know the cost by product code, but it is not based off weight. Is there a way I can look the cost up in a table (Excel, .csv or other format)?

The drop shipper charges 14.95 + 30% of the subtotal - though I would also need to subtract the domestic shipping (which also varies) from that amount.
