Shipping error message doesnt go away after customer corrects shipping info

Hi there, I am having a problem with the local delivery. I figured entering zip code on the information page prevents the local delivery rates from showing. So, I changed the error message on the next page after the information page telling customers to review their shipping info and remove the zip code but after customers do that, customers still get the error message despite making the necessary change. I have tried this on my end and the problem is indeed there and refresing the page doesnt help. I figured the only way the error message goes away after removing the zip code is when I add more products to cart then proceed to checkout or I delete some words in the address or add to it then proceed to checkout. Anything aside from that doesnt seem to work, refreshing the page doesnt work.
