Shipping Label Error

I'm having an error "There was a problem buying shipping labels" for only 1 order shipping to Mongolia

What's causing this? The rest of our international labels are working fine, can someone please advise on what to do to solve this issue? I tried clearing cache on my browser and using multiple browsers for this but the same error occurs
