Shipping rates not updating as item quantities increase

I am using Canada Post calculated shipping rates on basic plan

All my items have weights entered in 

 

I notice the shipping price is the same for 1 item and 10 items, although it should change as the package is now much heavier. 

 

How can I fix this so that the shipping rates are calculated correctly based on weight?

If all of your products have weights, then the issue may be related to the shipping profiles or the shipping zones as they determine the rates that appear in the checkout.
