Shipping Zones and Rates for Honduras

I just noticed that Honduras, is not divided by regions/cities for shipping.

is it possible to add honduras's regions&cities, in order to create shipping rates accordingly?

Currently, we have a problem wherein we want to add a certain Shipping Fee to different areas in Honduras (e.g. Cities, Region, etc) 

Is there a way to do that?

I think by default you cannot do that. You may need to use some app for this. We had the same problem in UAE too.

We have some cities which are geographically distant, but comes under same emirate.
