Shopify Payments - Complete Account Setup button disabled

My boss setup the Shopify account and has given me "all permissions" in the store.  He started the Shopify Payments process and asked me to "complete the account setup".  However, when I log into the account, the "Complete Account Setup" button is disabled.  Is the shop owner the only one that can complete this process?  Below is a screen shot.

With regards to your inquiry, you definitely got it right with your initial message: only the account owner account can make such changes with regards to Shopify Payments and its settings. 

 

Using your screenshot above as well, on top of the disabled button states we need information from the account owner.
