I am setting up my store and when I go to payments, there is no option for Shopify Payments? My address is in Washington State and it seems the option would be the first available at the top. Mine reads PayPal Express, Third-party providers, Amazon Pay, alternative methods and manual. I have not created any previous accounts or stores and do not currently accept credit cards. This is a first time store.

That certainly seems strange, as you mentioned Shopify Payments (SP) should always be listed at the top (when available) in (Settings > Payments). Had you previously any issue switch setting up your payments or your store, or is this the first time you tried to set up the payments?
It may be a case that I need to take a closer look at this also, and query with the accounts team if needed.
Now as this is account specific, I will just need to verify your account. I will send you an email to the email address attached to this forum's account and confirm some security questions about your store.
