In order for a bank account to be eligible - it must be a checking account or current account that can receive transfers and is eligible to receive payouts in the currency that Shopify supports for your country. We have a great article that goes into depth about the Bank account requirements for each location Shopify Payments is available.
If you are unable to successfully set up your bank account using the Shopify Payments gateway and claim that it is meeting the requirements, I would suggest that you speak with our live support and explain the error you are receiving. Since we cannot authenticate you over the Community forums due to the sensitive information that needs to be shared, I am unable to look into the specifics.
