Does Shopify provide shipment services or we need to create an account with courier services and then connect it with Shopify?
Shopify itself doesn't provide shipment services, but it does integrate with various third-party shipping carriers and fulfillment services. They have a good guide on the process here. Note that this is limited to certain regions. I'd recommend taking a look at a separate shipping solution (like Starshipit or others) if you want to use a few different carriers and keep costs down. Going with a multi-carrier approach can also give you a security net in the event of delays with one carrier, and allow you to pick between the cheaper delivery option for each order.
Both options are possible.
If you are from the USA or Canada, then you can use the Shopify Shipping account to start shipping. You do not require a carrier account, and you get discounted rates negotiated by Shopify.
You can also integrate your own account with Shopify using an app like the PH Multi Carrier Shipping Label app.
