Shopify Shipping Discount- Inbound Inventory

Is there a way to use the discounted shopify rates for UPS and USPS for inbound inventory.  There are quite significant discounts and it would be very helpful.

I would need to be able to change the location shipped from but could even set up a $0 invoice to put in weight and dimensions but need to be able to change the ship from address.  This would be so helpful if shopify had this feature.
