I am not able to say if you should cancel this order or not but I would encourage you to contact the customer for verification of the order before fulfilling it. Just like you would in a retail store, you have the right to ask for proof of identity for the payment card used. I would check in with the customer, confirm all details of the order and make your decision from there.
Generally speaking, I don't recommend fulfilling orders that may be medium to high risk. If you are unsure, I recommend cancelling the order and contacting the customer to let them know it was flagged as a potential risk and they can try to place the order again using a different payment method.
