Two locations for inventory - Want one flat rate shipping charge only - Any Apps or other solutions?

We have two locations (location 7 and 😎 on our shopify store. We have a site-wide flat rate shipping policy of $5.00 no matter how many items you purchase.

However, if an order contains items that are in different locations, the user sees a $5.00 shipping charge for each (https://imgur.com/Ni5ar4q) combined.

Shopify directed us to this article, https://help.shopify.com/en/manual/shipping/setting-up-and-managing-your-shipping/shipping-profiles#..., and also said this behavior was expected and the only solution was a third party app. We haven't had any luck with the handful of Shopify apps we have contacted/tested so far.

Does anyone know of an app that can accomplish our goal of having one flat rate shipping cost of $5.00 even if items are purchased from inventories from two locations?
